PARIS, ngày 17.9.2007 (PTTPGQT) - Đại lão Hòa thượng Thích Quảng Độ, Viện trưởng Viện Hóa Đạo, Giáo hội Phật giáo Việt Nam Thống nhất, vừa gửi đến Phòng Thông tin Phật giáo Quốc tế để phổ biến Thư cảm tạ quý vị ân nhân đã gửi tiền ủng hộ Qũy Cứu tế Dân Oan. Sau đây là toàn văn thư ấy :

Kính gửi chư Tôn đức Tăng Ni, Phật tử và Đồng bào các giới
trong và ngoài nước
Kính thưa quí liệt vị,
Tôi vui mừng được biết quí liệt vị đã nhiệt liệt hưởng ứng lời kêu gọi ủng hộ Qũy Cứu tế Dân Oan của Viện Hóa Đạo, Giáo hội Phật giáo Việt Nam Thống nhất, nên thời gian qua quí liệt vị ở khắp năm châu đã góp sức quyên góp hỗ trợ mong chia sẻ nỗi thống khổ, thiếu thốn của tập thể Dân oan đi khiếu kiện trong nước.
Tôi xin thay mặt Giáo hội Phật giáo Việt Nam Thống nhất ngỏ lời trân trọng cảm ơn. Đa số Dân oan là nông dân, họ bị tham quan ô lại nơi làng xã cướp mất ruộng vườn, nhà cửa, tài sản, và bị xâm phạm nhân phẩm từ hơn hai mươi năm qua. Dân oan đi khiếu kiện là phản ứng của người nông dân trước các bất công xã hội. Nhưng tiếc thay không được Nhà cầm quyền xử lý công minh. Khiến cho sự bất công ngày càng chồng chất, biến thành cuộc bùng nổ xã hội làm thương tâm mọi tầng lớp nhân dân trong và ngoài nước.
Phản ứng của kẻ tu hành như chúng tôi là ra tay cứu trợ, mong bù đắp phần nào sự thiếu thốn hằng ngày của biết bao vạn gia đình người đi khiếu kiện. Đồng bào ta nghìn đời vốn biết "vô phúc đáo tụng đình", nhưng đồng thời người dân Việt Nam giữ sẵn trong tâm giải pháp cứu kẻ oan ức trên bước đường cùng, bằng bức cẩm nang mười bốn chữ ca dao :
Nhiễu điều phủ lấy giá gương
Người trong một nước phải thương nhau cùng
Đất nước ngửa nghiêng, ly loạn hơn sáu mươi năm, lòng dân ly tán.
Mừng thay hôm nay được chúng kiến tinh thần "nhiễu điều phủ lấy giá gương" vẫn còn nguyên vẹn trong lòng người Việt hải ngoại, dù không gian xa cách nghìn trùng và thời gian ly biệt đã 32 năm tròn, và vẫn thể hiện nơi tấm lòng tương trợ, qua những lần quyên góp, hội họp lo toan hay những đêm thắp nến nguyện cầu.
Cho đến nay, cụ thể chúng tôi đã tổ chức được ba đợt cứu trợ Dân oan đi khiếu kiện : hôm 13.7 và 17.7 tại Saigon, và hôm 23.8 tại Hà Nội. Tuy bị Nhà cầm quyền cấm đoán và đe dọa sau đợt cứu trợ lần thứ ba, nhưng bằng cách này hay cách khác, chúng tôi đang tìm phương thức hữu hiệu để tiếp tục công cuộc cứu trợ cho tập thể Dân oan.
Thưa quí liệt vị,
Người Tăng sĩ Phật giáo sống trên đời cốt viên thành hai sự nghiệp : "Trên cầu trí giác, dưới cứu chúng sinh". Tuy hai nhưng vẫn là một ý chí không tách lìa, như hai bánh xe đưa cỗ xe cứu độ rong ruỗi cõi trần gian. Vì vậy người theo Phật quan niệm "Cứu chúng sinh tức cúng dường chư Phật".
Nên chúng tôi mong mỏi rằng, dù chúng ta có khác nhau vì chính kiến, vì tôn giáo, vì địa phương, vì giai tầng xã hội, chúng ta vẫn hòa quyện trong nhau nơi tình nghĩa đồng bào để tương trợ, cứu nguy nhau khi tắt lửa tối đèn, khi khốn cùng, nguy biến. Không phát xuất từ mối tình nghĩa đồng bào, đùm bọc, cưu mang nhau, thì nòi giống khó trường tồn, đất nước khó phát huy. Quê hương còn chìm đắm lâu nữa trong cơn tha hóa, loạn tưởng.
Trong những ngày khó khăn, bức bách nơi quê nhà, mà tôi và chư Tăng Ni, Phật tử trong Giáo hội chúng tôi đang phải chịu đựng, xin quí vị cùng với chúng tôi một phút yên lặng nhớ nghĩ đến những Dân oan khốn cùng, tuyệt vọng, để quyết chí khởi đầu kỷ nguyên sum họp, xây dựng và yêu thương, nhằm xóa tan một thời đại hắc ám, đố kỵ, hãm hại nhau vì những ý tưởng phi dân tộc.
Thay mặt Viện Hóa Đạo, tôi xin gửi lời cảm tạ đến chư vị ân nhân trong Danh sách thứ hai sau đây đã gửi tiền ủng hộ Qũy Cứu tế Dân oan :
